Ministerial media release about Building Productivity Reforms
On 23 November 2025, a Ministerial media release was issued advising of the Government’s intention to progress a suite of reforms to existing NSW building laws – to be known as the Building Productivity Reforms. This is a targeted suite of reforms aimed at supporting the state’s housing supply efforts, while maintaining construction quality and the compliance activities of Building Commission NSW. It will start by simplifying complex building approvals processes to accelerate all forms of housing.
The Government has determined now is not the right time to proceed with the full consolidation of building legislation as proposed under the Building Bills.
The Architects Act 2003 will be maintained for the time being.
It is intended that the proposed policies and consolidation project that were a part of the Building Bills be progressed through a staged approach in future when the state’s housing supply shortage is not as critical.
The Building Productivity Reforms are intended to be progressed via an Amendment Bill to Parliament in 2026.
