A study of support-based housing and community participation in the Million Houses Programme Sri Lanka 1977-1989, established to address the widespread need for shelter, access to drinking water and adequate sanitation facilities.

The large scale social housing project was charactesied by the resident taking on the role of ‘builder’ and ‘decider’ to create, deliver and take responsibility for their own housing with the State supporting them through technical, managerial and financial means.

The study examines the MHP houses almost twenty years on and the many thriving MHP communities that provide proof that considered government assistance to low socio-economic communities can provide self determination and the alleviation of poor living standards.
